ATV Registration
ATV, Law Changes & Registration Requirements
On April 13, 2026, Governor Janet Mills signed Public Law 2026 ch 679, An Act Related to All-terrain Vehicle Registration effective July 29, 2026.
• This law requires licensed ATV dealers to complete the enclosed department-issued Oversized ATV Verification Certificate for every ATV sale.
• The dealer must indicate whether the ATV is oversized or not, and the purchaser must sign the form acknowledging their understanding of the size and weight restrictions governing oversized ATVs.
• Dealers are required to provide a copy of the completed, signed form to both the purchaser and the Department.
• If the ATV is eligible for registration, the purchaser must present the signed form to the registration agent at the time of registration.
An oversized ATV is defined as one that is wider than 65 inches or weighs more than 2,000 pounds according to the manufacturer’s specifications. Exceptions that allow registration of an oversized ATV include:
1. A Maine resident owner of an oversized ATV that was previously registered before January 1, 2022, may transfer ownership to another Maine resident, who may then register the ATV. The ATV may not be registered by a nonresident, nor may it be registered by a Maine resident if the ATV was
most recently registered to a nonresident.
2. A Maine resident owner of an oversized ATV that was previously registered before January 1, 2022, may transfer ownership of the ATV to a new Maine resident owner who then may register the ATV.
Dealers and purchasers are responsible for accurately identifying and reporting ATV specifications. Knowingly providing false information on required documentation, signing false documentation, or registering a prohibited ATV may result in criminal penalties.

A Notice from: Maine Inland Fisheries & Wildlife:
We want to apologize for the delay in the arrival and distribution of this year’s ATV registration stickers. This delay was caused by an issue with the purchasing process on our end, and we recognize the inconvenience and difficulty this has created for agents and customers during a very busy time of year.
We are expecting to receive partial shipments of stickers over the next 2–3 weeks, which means we will be working hard to get stickers out to all agents as soon as possible.
If you are unable to process a new ATV registration during this temporary delay, please direct Maine resident customers to complete the ATV registration form and submit it by email to MOSES.Support@maine.gov or by mail to the MDIFW main office in Augusta.
New registrations submitted by email are currently being processed within 1–2 business days. Customers should include the completed registration form and the required supporting documentation:
- For a dealer sale: A bill of sale or invoice that includes the year, make, model, VIN, purchase price, and sales tax paid.
- For a private sale: A bill of sale that includes the year, make, model, VIN, and purchase price, along with a completed Use Tax Certificate.
Customers who submit their registration by email should keep a copy of the sent email as proof of registration while riding until their official registration and stickers arrive.
ATV renewals may continue to be completed online. Customers who renew online should keep their confirmation with them while riding. Official registrations and stickers will be mailed once stickers are available.
Please know that we are also working to put a master agreement in place to prevent this issue from happening again in the future.
Thank you for your patience, for helping customers navigate this temporary delay, and for your continued support of ATV registration services across the state.
A Notice from the Town Clerk: The Town of Millinocket is currently able to process NEW ATV registrations ONLY.
Thank you,
Diana M. Lakeman, Town Clerk
