One North Fire Protection Infrastructure in Millinocket, Maine
Notice of Availability – Draft Environmental Assessment: In accordance with the National Environmental Policy Act (NEPA), the Northern Border Regional Commission (NBRC) has completed a Draft Environmental Assessment (EA) evaluating the potential environmental impacts of Our Katahdin’s proposal to construct fire protection infrastructure at the One North site in Millinocket, Maine (the Proposed Action). NEPA requires that federal agencies consider the effects of a proposed action and any reasonable alternatives on the human environment. This EA evaluates the potential impacts of actions resulting from the implementation of the Proposed Action as compared to the No Action Alternative.

Project Title: One North Fire Protection Infrastructure

Purpose of the Proposed Action: If approved, the Proposed Action aims to support the redevelopment of the One North site by providing necessary fire protection infrastructure. The project will facilitate the establishment of a forest-products campus by constructing a fire protection water tank and related site improvements to support future industrial and commercial tenants.
Project Description: The Proposed Action involves clearing, stumping, and grubbing a one-acre area to prepare the site for construction. A 30,000-square-foot gravel pad will be graded and constructed to support a 400,000-gallon corrugated galvanized steel water tank, which will be between 24 and 35 feet in height. Stormwater management features will be implemented as required to meet permitting standards. A water stub-out connection will be installed to facilitate future water infrastructure expansion, which will be completed separately by the town and private tenants. Tree clearing will take approximately one month, with site work and tank installation expected to take an additional two months, depending on permitting schedules. The Proposed Action Alternative and the No Action Alternative were analyzed and compared in the draft EA.
